After an entire life of living in the shadow of his older, adoptive brother, Loki finally made plans to step free with the help of manipulating just about everyone on Asgard and Jotunheim. His plan worked spectacularly, with Thor being banished to Midgard, leaving Loki himself to rule while Odin was indisposed.

This however, lasted only until he decided to continue meddling and causing mischief after he had his desired outcome. He was sat atop the throne of Asgard, but he still wanted to take out petty revenge on Thor, so he sent the Destroyer to Earth.

This was obviously with the aim of killing Thor, but he was worlds away with no way of getting back to Asgard or challenging for the throne. There was literally no need to continue with what he was doing, he was in the perfect position to just sit back and rule.

Instead however, in sending the Destroyer to Earth, he did nothing but present on a platter to Thor the opportunity to prove himself worthy and return home. This was the downfall of Loki’s plan, and it came far after it should have been finished.
