In Episode I, the Hutts were mentioned as dangerous gangsters; by Episode VI, this was no longer true. Jadda the Hutt failed at common sense in terms of protecting himself, making money, and understanding risk versus reward. Leia managed to get to his "most valuable possession" without any difficulty, indicating that either he knew who she was before she unmasked herself, or more likely, he was too lazy to put one guard near Han Solo. Furthermore, Jabba seemed more interested in Leia's physical beauty than her position with the Rebellion. What kind of gangster decided to make one of the most powerful people among the Rebel forces his slave instead of ransoming her to either the Empire or the Rebellion? Either one would've paid a very high price for her. So instead of taking a bribe, he acted with pride or stupidity (or both) in sentencing Luke and Han to die. He ignored threats and options for peaceful solutions from Han, Leia and Luke. The third instance was, to re-iterate, coming from the last known Jedi in the Galaxy, and a man who had fought Darth Vader and survived.
