3. Dr. Evil - Austin Powers
Given that Dr. Evil says of his own son, "Kill the little bastard, see if I care!", it's clear that he doesn't give a damn about Scott, and even freely admits during the group therapy scene above that he is actively trying to do away with him. In addition to the physical torment is psychological abuse; Evil instead shows far more affection towards Mini-Me, a pint-sized version of himself, while Scott, who is as different from his dad as can be, is pushed to the sidelines. There is, of course, an ironic reversal in the third Austin Powers film, when Dr. Evil turns out to have been Austin's brother all along, and as he turns to the good side, Scott assumes the Dr. Evil role, even shaving his head to more closely resemble the man. So, yeah, he basically ruined Scott's whole life and turned him into an evil douchebag - nicely done.
