This one's a little complicated. Viper started out with Hydra at an incredibly young age and quickly became one of the terrorist organisation's best assets, becoming adept with most weapons and favouring poisons. After graduating from villain school she went off on her own to join various villainous groups with 'Serpent' in their name and betray them at the drop of a hat. She also got married to Wolverine at one point, has an on-off relationship with the Silver Samurai and used the Red Skull's considerable assets to massacre people...because she thought it was fun. Like most of the names on this list, she's kind of screwy. She's also died before. During Jonathan Hickman's Secret Warriors, she's killed by the new Madame Hydra but shortly resurrected by the Hive, at which point she sprouts uncomfortable-looking tentacles from her forehead. Yikes. Madame Hydra would be an interesting villain to see in a Cap sequel or perhaps Age of Ultron as someone who's grown up with Hydra in their veins and is, as John Garrett would say, a "true believer"...
