9. Max Shreck (Batman Returns)

Batman has, arguably, the greatest rogues gallery in all comic books - and yet Tim Burton and company felt the need to introduce a completely new one in only the second film in this franchise. Christopher Walken played the part of Max Shreck - the Gotham business tycoon who teamed up with Danny DeVito's Penguin in order to take over the city. Shreck's plan was to make Penguin the Mayor of Gotham, as the existing Mayor wouldn't allow him to build his power plant, which he intended to use to drain Gotham of all its existing power. The film went down well with critics and Walken's character was well-received. His performance was described as "wonderfully debonair" and "engaging".
