10 Marvel Cinematic Universe Villains Who Need To Make A Comeback

7. Justin Hammer

Appeared In: Iron Man 2 and All Hail the King. Tony Stark's second outing may not be the most beloved entry in the MCU, but it deserves credit for a lot of world-building that paid off in further films, such as introducing Black Widow, establishing Rhodey as War Machine, and expanding on S.H.I.E.L.D. and the Avengers concept. Throw in big narrative threads like Whiplash's quest for vengeance and Stark trying to hold off death and it had a lot going on, love it or hate it. One of the brighter spots of the film was the inclusion of the always-reliable Sam Rockwell as longtime Iron Man villain Justin Hammer, whose team-up with Ivan Vanko backfired and landed him in custody by film's end. Though his last words were vowing payback against Pepper Potts, he's ended up sitting out from the MCU, save his cameo in the One-Shot as a prisoner at Seagate alongside Trevor Slattery. Rockwell has gone on record several times that he'd love to return to the MCU, and his willingness to cameo in All Hail the King was a highlight of an already solid little short film. The MCU is only getting bigger as it goes along, but bringing him back, perhaps as a benefactor for or an ally with another villain or organization, would go a long way in helping continue to keep the events of earlier films relevant.
