3. Crossbones Was Working For Someone

What Happened

At the outset of Captain America: Civil War, a battle-worn Crossbones returns after his grave injuries in The Winter Soldier drove him insane (and furious with vengeance). He's no longer working for HYDRA though, having struck out on his own with a group of fellow mercenaries and is leading an assault on the Institute of Infectious Diseases in Lagos, Nigeria.

It turns out that the biological agent he's seeking is not his real target though, as he wants to kill Captain America for what he did to him.

What it Teased

If Crossbones' agenda was to murder Cap, why bother with the plot to get the toxin? Doesn't the set-up suggest that Crossbones was, in fact, working for someone else? A bigger villain, in other words.

But Then...

It's not explored in the slightest, because of what happens when Scarlet Witch contains the explosion intended to kill Cap. In that gruesome aftermath, the fact that there's someone out there seeking to get killer biological weapons is simply ignored.
