Another machine gun massacre, purely to show the audience just how mental Max Zorin was. Now, it's difficult to have sympathy for any of the victims here as they must surely have known that they were working for a complete psychopath and that the work that they were doing was going to cause the deaths of thousands of people but they probably did assume that they'd make it out alive and even have a bit of money to spend, probably on hideous 80's sunglasses as sported by their employer.

Zorin just shoots them all however, clearly enjoying himself in the process. This scene was so grim that Roger Moore didn't approve and said later on that this kind of machine gun massacre just wasn't right in a Bond film. Maybe he had a point.

The impact of so many people being killed isn't really felt until a little later on when May Day sees fellow baddie Jenny Flex has been killed and is clearly distressed by it. A reminder that even henchmen have family and friends.
