If he dresses like a Mandalorian and fights like a Mandalorian, he's probably a Mandalorian. But the thing about Boba Fett was that he wasn't raised by Mandalorians as far as fans know. Also, his genetic heritage as one is in slight doubt as the Mandalorian government refused to admit his father, Jango Fett, was one of theirs.
That being said, such a rebuke doesn't mean anything. No self respecting government would lay claim to two disreputable bounty hunters like the Fetts. Whether Boba is a true Mandalorian or not is irrelevant, anyway. He still became the most feared bounty hunter of his time, primarily in the era after the fall of the Republic.
With Season 2 of The Mandalorian on the way, rumors continue to swirl that Boba Fett is on the verge of finally making a return to Star Wars. The pre-Disney Expanded Universe depicted him surviving the sarlacc that lived in the Great Pit of Carkoon but that continuity was lost. If he does make his return, one can't help but wonder what state he'll be in.
