8. Nute Gunray
Ah, Nute Gunray (Silas Carson). The best thing you can say about the prequel trilogy's Viceroy of the Trade Federation is that he's so dull as to be almost completely forgettable.
A pawn of Darth Sideous, Gunray is basically a victim of the prequel trilogy's reliance on snoozy political power plays over interesting drama, and so the audience is never given much of a reason to care about his presence.
But what makes him more than merely a typical mook villain is his wildly offensive accent, clearly intended to mimic the most cartoonish Japanese stereotype imaginable.
His inclusion is almost worth it for his unintentionally hilarious demise at Anakin's (Hayden Christensen) hand in Revenge of the Sith, but still not quite.
