5. Mayor Vaughn - Jaws

If you had heard that the residents of your town and incoming visitors were being viciously killed by a great white shark lurking just off of the coast and you had the power to close the beach to prevent further loss of life, it would be a no-brainer, right?

Not unless you're Mayor Larry Vaughn.

The fact of the matter is that Vaughn was willing to let swathes of people be eaten alive by the great white for the sake of lining his own pockets. He deemed tourism at his picturesque beachside town of Amity Island too valuable to give up. He could not even bring himself to close the beach for a couple of days as that would mean he would have to admit to the reality of how the first victim died when he had worked so hard to cover it up as a boating accident.

Despite numerous attempts to do nothing about the situation, Mayor Vaughn only acted once the man-eater threatened his own family's safety. When people once again returned to the water, including his young son, Michael, the shark claimed a third victim and Michael nearly drowned in the ensuing chaos.

This weasel is a stain on Amity Island, and should have taken the place of any one of the victims.
