Is it harsh to say that for two-and-a-half movies, Rocky Balboa was not a good boxer? It wasn't until Apollo Creed took his former rival under his wing and trained him properly that he was actually able to win a big fight in a convincing way.

When Stallone's character was an unknown, he was an unknown for a reason. He went into his fight with Apollo Creed as the huge underdog (which was kind of the point of the movie), and the end result didn't even matter that much. But still, Rocky could not beat Creed.

For that to happen, Rocky would've had to fight a flawless fight, while the champ would've had to put in his worst performance ever. Of course, this didn't happen, and though he put Creed on the mat and went the distance like no-one before, he was no match.

Even in the sequel, Rocky only won because Creed wasn't happy with another points victory and opened himself up for Rocky's counter punch, and as confirmed in 2015's Creed, Apollo won the third fight between the two that audiences didn't see at the end of Rocky III.

It might be something of a stretch to call Creed a villain in the first Rocky movie, as it wasn't until the sequel that he became a real piece of sh*t, but he was still the antagonist to Rocky's protagonist, and he still won.
