Throughout the entire Lord of the Rings trilogy, Gandalf is portrayed as one of the most powerful beings in Middle-earth, and you'd struggle to argue with that. But that isn't to say he was the most powerful.

He may have been an incredibly gifted wizard - one of only five in the world - but it was Saruman who was the head of his order, and who was seemingly far stronger.

When Gandalf went to his fellow wise sage for advice pertaining to the One Ring, Saruman revealed that he had changed his allegiances to Sauron, and the two fought. Or, more accurately, Gandalf got his arse handed to him. With all exit routes cut off, Gandalf gave as good as he got to begin with, but before long, he was overwhelmed.

Gandalf was then trapped atop the Tower of Orthanc, completely helpless were it not for the aid of the Eagles. Though he was ultimately killed by the Balrog, he at least took that fiery scallywag down with him, but against Saruman, he had no chance.
