1. Mr. Freeze (Batman And Robin)
http://www.youtube.com/watch?v=YkTHtWX7CCY It shouldn't be hard to make Arnold Schwarzenegger into an intimidating villain in just about anything, but trust Joel Schumacher to find a way to screw it up, by decking Arnie out in silver paint and an increasingly ridiculous array of costumes throughout Batman and Robin, completely undermining his stature as a mountainous icon of genre cinema. Sure, Mr. Freeze has his ice guns, but without them, he's just a guy who doesn't get antsy waiting in the cold at the bus stop. The main problem is with the script; it's so eager to field out the absurd ice puns that this seems to have gotten in the way of producing anything that has an arc or believable motivations. Arnie definitely has some fun with it, and therefore so do we, but he's absolutely impossible to take seriously on any level. When even the crappiest Batman of all time by a long shot can make you look like a pansy, you know there's something wrong. Which hilarious movie villain do you find the hardest to take seriously?
