9. Raza
Though more or less a generalised "desert terrorist" stereotype, Raza's role as leader of the multiple groups of varying ethnicity and language in the first Iron Man film's Ten Rings hinted at a much better, more interesting, and infinitely terrifying character, especially with the implication that all these dangerous men were working directly for the real Mandarin (who the MCU has since confirmed exists).
Torturing Tony Stark, dealing his weapons and using them for chillingly real-world purposes, all while leading an organised terrorist group and possibly working under an even greater secret threat, Raza was a frightening figure in Iron Man's iconic origin story.
If not for his murder at the hands of Obadiah Stane, there could have been so much more potential for the scarred gunman who inadvertently created the MCU's first and arguably greatest superhero. However, the real Mandarin's powers are still unknown, his original comics version having great magical power, and if Marvel ever decides to pick up on Iron Man's looming enemy from the first moment he became Iron Man, it's not hard to imagine this frightening man returning somehow to haunt the earth's greatest defender, or whoever comes after him to take the mantle.
