8. Ronan The Accuser

Despite Guardians of the Galaxy being one of Marvel's most beloved films, Ronan is low on the list of Marvel's villains, even while having enough time to angry-monologue through most of the film.

The lack of his character might be due to the lack of context for the Kree in general, with the audience having no idea whether Ronan is the perfect example of the Kree as a race, or if he's just dramatic and his radicalism terrifies the populace. His motivations weren't properly explained, his desire for power was generic. Despite this, he toes the line between "under-utilized good villain" and "bad villain", due to his unforgiving nature, his ritualistic preparations, and Lee Pace's screen presence, all culminating in a villain that had the opportunity to be a great and threatening one, but just fell short of being one.

His dealings with Thanos should have made him more interesting, not less, but with the eventual exploration of the Kree in coming films, Ronan might just graduate to "great villain" status, and finally live up to his title and start Accusing some people for real, bringing some of that unforgiving Kree justice down on their heads.
