5. Crossbones

Though he played a big enough role in The Winter Soldier, Crossbones was poised to be an even bigger threat in Civil War - before he was promptly killed within the first fifteen minutes of the film. It was disappointing to see him go so quickly, given that his charisma and coldly murderous personality made him the kind of villain audiences would remember. He was handsome, friendly, fun and sometimes funny, like an action star but on the side of the secret Nazi death cult.

Frank Grillo gave a charismatic performance as the famous mercenary before he donned his iconic outfit, and his closeness to Captain America as an ally in S.H.I.E.L.D. made his eventual betrayal so much more impactful. Despite getting a couple of jabs in about Bucky in Civil War, his connection to Pierce's HYDRA faction and his probable interactions with the Winter Soldier in previous instances were never truly explored.

Though the ensemble films often generate fan interest, the team-up in Civil War left no space for Cap's villains to really be a threat, and it would have been great to see Grillo's Brock Rumlow be more a threat on his own rather than as a glorified bomb.
