7. Darth Maul (Star Wars Episode I: The Phantom Menace)

Maul Villain from the previous movie: Darth Vader (Star Wars Episode VI: Return of the Jedi). I'm cheating a little bit with this one because, chronologically on the Star Wars timeline, The Phantom Menace is set before Return of the Jedi. However, given that the movie was produced sixteen years after Return of the Jedi and had a budget four times larger than it, everything was expected to be bigger and better - including the main antagonist. But, even with his double-bladed light saber, Ray Park's Maul just didn't have the screen presence or the same level of threat as the iconic Darth Vader, who ruled with an iron fist and sent waves of fear throughout the galaxy - not least because the character was underdeveloped and suffered from a distinct lack of screen time.
