After the hints planted all the way back in the original Iron Man surrounding The Mandarin (i.e: the Ten Rings terrorist faction), the character's appearance in Iron Man 3 seemed to herald the MCU's definitive take on the villain.

Therefore, when it was revealed that Ben Kingsley's Mandarin was a British actor hired to portray the villainous persona as part of a propaganda scheme, it was practically guaranteed that no one saw it coming.

Had the true antagonist, Aldrich Killian, been more interesting and had the film been slightly better written, this twist would've likely been more appreciated. As that wasn't the case however, this moment simply left most wanting a Mandarin that actually wore his iconic rings. Thankfully, Shang-Chi, set to release within the next few years, seems like it may deliver on that front.
