4. Tony Almeida (24)
Tony Almeida was one of the main antagonists of Season 7 and we finally had an opponent for Jack Bauer who was as well trained and skilled as he was. I love 24 and the I completely get that Jack Bauer is a force of nature that could, in my opinion, waste James Bond as part of a sub plot. He's invincible and is the reluctant hero that never gets a break but did the writers have to make him beat up Tony that easily? The only exchange Tony got the best of Jack in was when the hero had been exposed to a bio-weapon and was actually dying. Even before then, Tony got manhandled by a severely weakened and dying Jack, not to mention a few times before that. Tony put up less of a fight than many nameless henchman and he was akin to an "evil Jack Bauer" but, when he wasn't fading in and out of consciousness, Jack pulls him out of the car window with one hand and basically just beats him up. A missed opportunity.
