2. The Involvement of Atlantis and Asgard
What Happens In The Comics: The final battle in Civil War doesn't just involve the Marvel heroes and villains. In part because of the presence of the cloned Thor, the army of Asgard becomes involved, fighting on the side of the Resistance. At the same time, the forces of Atlantis are recruited by the government-sponsored Registration group. This again adds to the epic nature of the final battle. Why It Won't Work In The Film: Marvel have given themselves a difficult juggling act with their different projects. On the one hand, they want to make it clear that all of the films take place in a shared universe. On the other, they want to keep their big name characters as separate as possible so that they don't over-saturate the audience. With Thor absent from the film, it would be weird for Civil War to feature any Asgardian characters at all. And Atlantis hasn't even been touched upon due to complicated rights issues. While Agents Of S.H.I.E.L.D. has become increasingly involved in the Inhumans, it seems unlikely that Marvel would chose to introduce a trained army of them just for the climactic battle. Of course, if the Registration forces have already imprisoned a collection of enhanced individuals, a battle between the prisoners and S.H.I.E.L.D. operatives could be appropriately spectacular.
