6. There Aren't Enough Villains

What Happens In The Comics: Another key twist to the Civil Wars story was when both sides began recruiting villains to their cause. The Pro-Registration side went first, introducing the Thunderbolts as a team of reformed villains who were given amnesty in exchange for joining the Act. The Resistance followed suit; because the Registration Act required that all super-powered individuals register with the government, it had just as big an impact on characters who didn't want to be heroes. With both sides employing the talents of thieves, terrorists, and murderers, it was obvious how dire things were becoming. Their inclusion in the story expanded the plot so that it touched every aspect of the comic book universe. Why It Won't Work In The Film: Most of the villains introduced to the Marvel films so far haven't made it past their first outing. This is largely to make the climactic battles more satisfying, with the deaths of the enemies marking the end of the current threat to humanity. With the exception of Loki, there have been very few active villains that could make a return to bolster either side's ranks. While the Winter Soldier and Thunderbolt Ross are set to put in an appearance, it's unlikely that they'll be treated in the same way. Instead, these characters seem to have been set up as anti-heroes from the start, regardless of which side of the Civil War they are on.
