A Black Widow solo movie has been discussed for years, and Marvel Studios president Kevin Feige himself even recently called it "the one creatively and emotionally that we are most committing to doing" in terms of potential standalones.

Given Scarlett Johansson's popularity and the potential for the character to have a riveting standalone spy flick that further explains her mysterious past (with perhaps a cameo from another Avenger), it would be surely destined for easy success.

Phase 3 is obviously jam-packed and has its schedule locked-down already, but it seems like an easy sell for Phase 4, and it would be majorly shocking if it wasn't one of the very first films announced.
