While it seems crazy for The Joker to not appear in a movie starring Batman, those close to the production have confirmed that Jared Leto won't be making any sort of cameo appearance in Batman V Superman: Dawn Of Justice. He'll be mentioned (Clark Kent is apparently well aware of his existence), but is safely behind bars in Arkham Asylum. It makes sense that they're saving him for Suicide Squad in some ways, as the addition of such a well-known villain to that fairly obscure property ensures that more eyes will be on it even if The Joker's role doesn't end up being that huge. However, there is a chance that the villain might appear in Batman V Superman's after-credits scene to set up Suicide Squad.
