Up until 2017, Isaac "Ike" Perlmutter was Marvel Entertainment's CEO, and it was no secret that his frugal and interfering ways often worked against the MCU's progress (especially in Phase 2). His influence was felt in films such as Iron Man 3's mishandling of Maya Hansen (Rebecca Hall), the development of Thor: The Dark World and especially in the early days of Civil War's development.

Perlmutter's refusal to hire Robert Downey Jr. for the threequel would have fundamentally altered the film's narrative structure and resulted in its possible failure. In addition to this, he opposed the development of Black Panther and Captain Marvel due to problematic beliefs surrounding the marketability and profitability of films led by women and people of colour.

These beliefs led to clashes between him and MCU maestro Kevin Feige, and they went as far back as the production of the first Avengers film. Reportedly, they got so bad that Feige considered leaving Marvel altogether.

Fortunately, 2015 saw Marvel Studios becoming its own entity and Feige reporting to Disney itself, and 2019 gave him even more influence over Marvel's television and animation output, essentially locking Perlmutter out of the MCU's creative development.
