10. Sharon Carter

Although her relation to Peggy Carter isn't specified in Captain America: The Winter Soldier, it is assumed that Sharon Carter is the great-niece of Steve Rogers' former love interest, as established in the comics. Regardless, Sharon Carter was an agent of S.H.I.E.L.D. who was assigned to assist, protect and monitor Steve Rogers in his home by secretly moving in to the apartment opposite to his and acting as a nurse. When Nick Fury was attacked by the Winter Soldier in Rogers' apartment, she burst in to help, showing herself to be quite the formidable woman. After Captain America escaped the Triskelion, once HYDRA had been outed as infiltrating S.H.I.E.L.D., Jasper Sitwell demanded that he be found and taken down. Carter questioned his orders, which highlighted the fact that she was S.H.I.E.L.D. through and through. Once Captain America had informed everyone that S.H.I.E.L.D. were under HYDRA's control, Brock Rumlow and his team threatened to kill an agent if he didn't put the Helicarriers in the air to complete HYDRA's evil goals of taking out a large chunk of the world's population. It was Carter who intervened and a gunfight broke out, in which she displayed further skills and heroics (although she did fail in stopping their plans). After the events of the Winter Soldier, she went on to join the CIA.
