9. Maria Hill

Maria Hill was the deputy director of S.H.I.E.L.D. working under Nick Fury before the organisation's collapse and, as such, she has elite-level training in combat and espionage. We first saw what Hill was capable of when Loki took the Tesseract from a S.H.I.E.L.D. facility and mind-controlled Clint Barton AKA Hawkeye in to aiding his escape. Hill engaged in a fire-fight with the Avenger, displaying deft agility to avoid his opening barrage of shots, before surviving the subsequent exchange with him - an excellent feat in itself. She would later take part in the defence of the S.H.I.E.L.D. Hellicarrier, when Hawkeye and a group of people recruited by him and Loki boarded it and attacked everyone on board in order to free the captured Loki. She took out several people and communicated quite casually with Nick Fury during the melee, demonstrating her calmness and familiarity when it comes to such scenarios. Hill also appeared in Captain America: The Winter Soldier and Agents of S.H.I.E.L.D., assisting the likes of Captain America and Phil Coulson in the fight against the rising HYDRA, displaying an uncanny ability to take out armed male flunkies with ease.
