9. Two-Face

The only real live-action version of Two-Face remains Tommy Lee Jones' take, so there's definitely been enough time gone by to bring the character back. Although Harvey Dent appeared in The Dark Knight, and the groundwork was laid for a full transformation (it certainly happened appearance wise), we never really got to explore much of Aaron Eckhart's version, and the hunger to see more of Two-Face is definitely there.

A classic Batman rogue, Dent takes the duality of Batman/Bruce Wayne's dual identity to its villainous extreme, with a distinctive split face appearance and letting his every move be decided by the simple flip of a coin.

We don't need to go through the Harvey Dent origin, but the movie could instead introduce us to a Dent who has already been Two-Face for some time. A criminal mastermind, he'd pose a great threat to Affleck's Batman - one who is willing to kill - and could pose some deeper psychological questions for him, forcing Bats into some truly difficult situations, while having an array of henchmen for him to fight as well.
