Hugo Strange stands apart from almost every other Batman villain for one big reason: he figured out the Dark Knight's true identity.

One of Batman's oldest foes, and the first to deduce that he's Bruce Wayne, Strange seems like a great fit for Affleck's solo movie (the sooner they give it an official title, the better).

The character's position at Arkham Asylum means he makes perfect sense if the movie does go down the route of being set there, but even outside of that there's plenty of scope to have Hugo Strange appear. A psychologist obsessed with Batman and his rogues, he's an incredible schemer capable of manipulating people to his own ends.

With this take on Batman seemingly a little careless with his identity (Lex Luthor and Amanda Waller figured out who he is, while he revealed himself to the Flash - or will do in Justice League, anyway), a supervillain who figures it out and uses it against him would certainly work for the solo outing, and provide a real cerebral test for Batman, while allowing plenty of smaller villains to operate under him and provide a street-level threat.
