4. Harley & The Joker
It's difficult to gauge after Suicide Squad just how much anticipation there is for more of these two characters, but given the way that movie ends, and the stature of the pair, they almost have to be included on any list of potential Batman villains.
Strangely, though, for all Suicide Squad's failings, it'd be interesting to see more of them. Clearly something went wrong with Leto's Joker, as he plays the character as a gangster pimp crossed with the Riddler, while the plot then turns him into little more than a love interest, but there's a suggestion that with the right director it could work. Margot Robbie wasn't as perfect as Harley Quinn as the initial casting announcement suggested, but she decent in a bad movie, and again there's the sense of doing more with stronger material, which Affleck should be capable of supplying.
The Joker is the Batman villain, and in terms of this particular universe there's a hell of a lot to explore between the two, thanks to the death of Jason Todd, which Suicide Squad revealed Harley was complicit in as well. Putting the pair in his solo movie offers the chance to have a revenge-fuelled quest from Batman, with hugely personal stakes, old wounds being reopened, and two crazy, iconic villains.
