8. Geist

Nikolaus Geist is a German scientist who has strong links to the Nazis and HYDRA and who has opposed Captain America on a number of occasions. While he has no links to Doctor Strange, the fact is that he has a history of genetic experimentation in the comic books which includes working with otherworldly and/or mystical creatures which could quite easily put him in to direct conflict with the Sorcerer Supreme in waiting. He has been around since World War II but he has heightened the longevity of his life through cybernetic upgrades, which could easily link him with Bucky Barnes and put him at odds with the character for some extra subplot intrigue. He's by no means a major villain, but being introduced as a HYDRA member in Civil War and going on to work alongside a more prominent Doctor Strange villain in the mystical hero's titular movie would certainly work.
