11. Brock Rumlow Will Return As Crossbones

After being burnt to a crisp in The Winter Soldier, Frank Grillo is rumoured to be reprising his role as Brock Rumlow for Civil War. As a result of his horrendous injuries, the rumour is that he will re-emerge under a mask as the classic villain Crossbones. Captain America will have enough on his plate to begin with in the movie - he's up against Iron Man and his team of heroes and, given that Cap is anti-registration, he's also likely to be on the run from the governments of the world. With Rumlow re-emerging - presumably powered-up in some way (perhaps he will possess some of the energy-based powers he has in the comic books) - his life would be made even more difficult. Crossbones is a really cool villain and it would be refreshing to see a villainous character other than Loki re-emerge in the Marvel Cinematic Universe, having not been killed off in his first appearance.
