1. Sheriff J.W. Pepper AKA The Second-Worst "Comic Relief" Of The Series (Live And Let Die & The Man With The Golden Gun)
If Mr. Wint and Mr. Kidd make Bond fans the world over lose the will to live, they're very nearly matched by loud-mouthed, heavily opinionated Sheriff J.W. Pepper (Clifton James, who is incredibly still alive), who first appears in Live and Let Die and again in The Man with the Golden Gun. He's nothing but comic relief, but what intensely annoying comic relief he is, shouting and bleating his way through Live and Let Die at every opportunity. Just when you thought you were safe, though, he returns in the next film, stumbling across Bond's exploits once again while vacationing with his wife in Thailand. Somehow it apparently escaped MGM that the character was horribly-received in his first entry, and by the time he showed up in TMWTGG, it just felt like they were punishing viewers for some untoward reason.
