8. Hiring Gilderoy Lockhart
Hogwarts' hiring policy was pretty patchy at times. Sure, the likes of Professor McGonagall and Dumbledore were truly gifted, but they continued to employ a ghost who wasn't self-aware to know he was a ghost, had a Divination teacher who only accidentally managed to do any divination and they employed a woefully under-qualified giant, the obviously mysterious Quirell and an actual centaur to teach.
Some of that was down to loyalty, but it can't have been good for whatever the Wizarding World's version of Ofsted was. Or the students in their care.
The worst of the lot - other than the one with Voldemort on the back of his head (though that WAS a secret) - was the decision to hire Gilderoy Lockhart, who was a con-man and demonstrably terrible at magic. If it was because Dumbledore was a fan or saw the merit in publicity for the school, then that's fine, but we're led to believe he's hired purely on merit. Which means Dumbledore read his books and genuinely believed his exploits to be real.
