The original James Bond nemesis was an obvious pick for this list, the suave villain who proved to be the tentpole for all future 007 villains. Immaculately dressed, calm and composed and with a diabolical scheme that is actually much more thought out than those concocted by his successors, Dr No is a villain who has it all.

Director Terrence Young builds up the mystique of the titular villain, the character not making an appearance until the film's final act. This actually works in building up a fearsome reputation for the Doctor, his seemingly infinite amount of foot soldiers and people of high influence under his control making 007's task look all the more improbable. Even the fact that he could have easily had James Bond killed but chooses not to is indicative of how in control of the situation the villain is.

While ordering many deaths, this Bond villain is never seen taking a life himself, his epic fight scene with Bond at the end the only physical action he is involved in. His metal hands prove to be his downfall, failing to hang on for his life before falling into a reactor. The decision to keep the British spy alive after he had rejected his overtures was the real cause of death though for the evil Doctor, a foolish decision for such a smart guy.
