12. Thunderbolts

Villain ensembles are so hot right now. Suicide Squad might be the first, but Sony were officially the first to make a move into the market with the not quite dead Sinister Six, and it can only be a matter of time before Marvel realise they could capitalise on the villain dollars themselves with General Ross' Dirty Dozen like team.

The best approach would see them used by Ross as a black ops team used to clean up superhero messes and take down special targets.

Likelihood

Not a slim as you might think. Marvel already have General Ross back in the MCU after Civil War, and they do own the rights to enough villains now that they could feasibly set up a villain ensemble, even though they haven't actually done anything so far that suggests they can actually write villains.

They could return Zemo after his arrest in Civil War, and call up Punisher and Bullseye from Daredevil, rescue Ghost Rider from the doldrums (not Nic Cage, for God's sake) and even use Green Goblin and Venom now they have the Spidey rights, alongside Thunderbolt Ross (possibly as Red Hulk).
