9. Black Widow
If fans had their way, Black Widow would already have had her own movie. She is easily one of the most interesting characters in the MCU, as the hints at her backstory in Age Of Ultron proved, and Scarlet Johansson's performance is a highlight (even in Iron Man 2).
It's about time that performance was rewarded with top billing. She's a hell of a lot more than one of Captain America's sidekicks, and the frequent allusions to her murky past need to come back to haunt her in a tangible way.
That would also allow Hawkeye to take second billing (because he's never going to have his own movie), in a black ops thriller that has her cleaning up the red in her ledger like a more clinical Jason Bourne. And leave out the romantic distractions, obviously.
Likelihood
More than ten years ago, we could have had a Black Widow movie, but the terrible box office performance of Aeon Flux killed female-led movies.
Hopefully you'd think that Marvel's introduction of Captain Marvel (and to a lesser extent Wasp) as headliners means they have more faith in the willingness of the marketplace. But even then, it's probably not among the most likely candidates for the announcement.
