Although superheroes (or Supers) were made illegal in the events of the first film, congress considers changing the law after The Incredibles save the city from the villainess Syndrome.

That deal goes out the window in the opening scene of The Incredibles 2. When the team fail to stop The Underminer from robbing a bank, the public turns against Supers yet again.

Soon after, a businessman called Winston Deavor sets up a meeting with the team's members, Mr. Incredible and Elastigirl. Winston believes Supers can be legal again if the public see The Incredibles in a positive light. However, Winston’s sister, Evelyn, has an ulterior motive. After Supers failed to stop her parents' murder when she was a child, Evelyn intends to tarnish The Incredibles' reputation beyond repair.

So why does she help her brother hire the super-family in the first place? The team’s reputation was already in tatters after their battle with The Underminer, which caused millions of dollars worth of damage.

Evelyn spent a fortune and planned her scheme for years to ensure Supers are illegal... even though they are already illegal! Why would Evelyn risk getting caught and destroying her career to get something she already has?
