11. Lady Shiva
Who She Is: A hired assassin in Gotham City (seems to be a lot of those!). Despite that position, she is a sometime ally of Batman, though usually she takes on more of an antagonist role, similar to Catwoman. Although she was originally introduced as a villain for the Richard Dragon: Kung-Fu Fighter comics, she has more recently become associated with the Batman Family villains.
Special Powers/Skills: No powers, but has mastered many martial arts and is widely regarded as being one of the best assassins available.
Who Should Portray Her: Kelly Hu, probably best known for her role as Lady Deathstrike in X-Men 2 (or X2, however you like to call it).
