url-8Who He Is: A scientist who specializes in mind control techniques. His true identity is Jervis Tetch, who is obsessive-compulsive and developed a fascination with the Mad Hatter from Lewis Carroll's writings. He was introduced in 1948 (!) and has been slowly becoming a darker and darker character as time goes on. Special Powers/Skills: The level of intellect required to build mind-control devices. Who Should Portray Him: In his earliest appearances he looked a lot like Martin Short (who coincidentally played Lewis Carroll's Mad Hatter in a TV movie), but I don't think he'd work for this kind of role. Would saying Tom Petty be a cop-out here?
