12. Crossbones - Captain America: Civil War

At the end of Captain America: Winter Soldier, Brock Rumlow had an entire helicarrier dropped on his head, which apparently scarred his face badly (rather than obliterating it as would probably have been more accurate) and drove him insane with vengeance. Crucially, it also allowed for his transition into comic book villain Crossbones.

And while he only lasted for the opening sequence (and wasn't exactly all that effective until he exploded himself and unwittingly caused damage to the Avengers cause), he certainly looked bad-ass.

His look was somewhere between an accurate redo of his comic book counterpart and Casey Jones from the Turtles (which was no bad thing) and he came equipped with two gauntlets so cool they were later recycled for the Shockers in Spider-Man: Homecoming. That says a lot about how good his design was.
