10. Loki
Though Thor's brother bowed out of the MCU very recently, he's still got a big claim to being the franchise's best villain by some distance. He's certainly the most powerful thanks to the charm Tom Hiddleston brought to the role.
And he's essentially a God, thanks to his Frost Giant genetics, which might not make him quite the match for Thor, but which make him a huge deal next to humans and mutants. Check out his arrival in The Avengers: he's basically a ninja bad-ass wielding an Infinity Stone, but that's nothing compared to his body-snatching (which actually predate any use of the Mind Stone), mental manipulation and reality warping powers. He is no mere trickster.
Most Over-Powered Moment
Over-powering Odin (somehow) off-screen and taking his place at the end of The Dark World. That was the ALL FATHER he enchanted and ousted from his throne - basically the most powerful being in the Nine Realms (if he wasn't so badly let down by his need for regular naps, anyway).
Any Weaknesses?
Well, being choked obviously isn't his thing. Despite his superior biology, he's still susceptible to the same sorts of things that would kill a human if he gets into those circumstances. And he was a bit of a mummy's boy too.
