It wouldn't be enough to base a Civil War storyline on the rivalry between just two heroes, so we need to see more heroes showing signs of a rivalry. Hulk and Thor have certainly already shown that they can rumble with each other, the twin pairing of Quicksilver and Scarlet Witch are going to start as Avengers enemies, which may resonate with some of the heroes at a later date, while someone may hold Hawkeye's stint as Loki's mind-controlled flunky against him (even though it wasn't his fault) and, if Hulk goes on one of his rampages, all the pro-registry heroes are going to be ticked off at him. Essentially, we need more than just a difference of opinion between Captain America and Iron Man as the basis for the war - and that's something that needs to be worked on sooner rather than later to make it viable.
