Having said what we've just said in the two previous entries, there is absolutely no way that a Civil War movie with anywhere near the number of characters who appeared in the comic book arc is possible. It simply isn't viable to get that many heroes on screen, it would cost way too much money - even for Marvel - to cast that many named characters and it would limit just about every character's screen time to a length that wasn't worth including them for in the first place. While we do need more heroes to make it interesting, Marvel need to be sensible. If we start getting in to much more than ten or twelve characters per side, it's going to be very difficult to pull off - especially with all the additional, non-physical conflict content that the movie would require.
