In The Comics

He might look like your everyday hired muscle, complete with a lucha mask to degrade his importance further, but appearances are deceiving.

Bane is not only Batman's equal in terms of intellect and strategising, he's also stronger than him and for good reason was the first real villain to break the Bat. He's an expert linguist, a genius scholar and though he's a Venom addict, he is in no way really limited by it.

On Film

Though Tom Hardy's portrayal of Bane did a lot to mend his public image, he had a long way to climb after Joel Schumacher reimagined Bane as a wordless, hulking bore of a sidekick to Poison Ivy.

He's barely capable of sub-human levels of intellect, let alone being a master tactician, and he's effectively relegated to being Ivy's pet who she sets on her enemies. And even then he's barely effective.
