After The Force Awakens made more than $2 billion at the global box office, it was very clear that Star Wars was still the golden goose it had been even when Revenge Of The Sith came out to far from universal acclaim. So the opportunity to sign on for the sequels and Anthology spin-offs must have been extra alluring for any actors sounded out about roles.

That can't be said of Rooney Mara though, who told Deadline that she was offered a chance of playing Jyn, but that ultimately it came at the wrong time. As such, she turned down the chance to even audition:

I met with the director (Gareth Edwards) and I really liked him but then I didn’t end up reading for it. I was working, and it wasn’t the right thing for me, so I decided not to read for it. I was on a film. I was working six day weeks and it was just, like, it wasn’t going to be possible.

What He Made Instead

Most likely Una, whose filming clashed with the Rogue One production time. While it had a great cast and was critically lauded, it wasn't seen by anything like the numbers who went to see Rogue One.
