14. Waylon Jones a.k.a Killer Croc
To my mind, Killer Croc is perhaps one of the greatest of the Batman villains yet to be included in a live action movie. Waylon Jones was born with a rare and bizarre skin disease called Epidermolytic Hyperkeratosis (a disease that causes the skin to form scales). Its a real disease, but obviously it was exaggerated massively for the character; it not only gives him armour-like skin, but a keen sense of smell and the ability to breathe underwater for extended periods. Killer Croc has proved a consistently popular character in the Batman canon since his creation in 1983 and subsequent first full appearance in Batman #358; you might remember him from Rocksteadys Arkham Asylum video game, or from the recentish animated movie Batman: Gotham Knight. But perhaps criminally, were still yet to see him feature in a live action movie. I classify Killer Croc in the same banding as Bane (tanks whose strength Batman cannot match) although hes nowhere near as smart. As a result Croc would best be used in conjunction with another villain, perhaps as a devastating henchman. With the barrel of Batman movie villains getting shallower and shallower with each release, I actually reckon were fast approaching Waylon Jones time in the sun.
