12. Doctor List
Doctor List is a unique entry, as he the only character on this list that will be more familiar to Agents of SHIELD audiences than MCU film fans. The scientist was one of HYDRA's double-agents with SHIELD that was forced into hiding after the events of Captain America: The Winter Soldier.
Doctor list was one of HYDRA's top remaining operatives and scientists. List aligned pretty closely with the Red Skull's motives of creating superior people, as his work centered on creating enhanced individuals.
Using Loki's scepter (later to be revealed as the Mind Stone), List worked to gift people with special abilities to further the interests of HYDRA. Some trial and error later resulting in the deaths of dozens of subjects, two people developed powers: Pietro and Wanda Maximoff.
Maria Hill summed up their powers perfectly: He's fast and she's weird. Pietro attained super speed, allowing him to travel faster than bullets and runaway trains. Wanda's power of matter manipulation through telekinesis has made her one of the most powerful heroes in the MCU yet.
Doctor List's work resulted in two super-powered people with vastly different abilities. If the Avengers had not dismantled what remained of HYDRA, Doctor List would have surely perfected his work and turned HYDRA into a global powerhouse once again.
