Because Gunhawk looks like a Cyclops knockoff, you'd assume he's associated with the X-Men. However, this solider-turned-mercenary is actually a Batman villain.
Born under the name Liam Hawkleigh, Gunhawk's sniper skills were legendary since he could shoot a target from 6,000ft. Shortly after leaving the army, he was hired to assassinate an entrepreneur in Gotham. Teaming up with his lover, Gunbunny, the duo headed to the city to take out their target.
Because Gunhawk is nothing more than a weapons expert, he was probably considered too similar to Bloodsport and Peacemaker to appear in The Suicide Squad. Since Bloodshot and Peacemaker already have a running gag about how they're too similar, Gunhawk's inclusion would've been redundant.
