14. Dr List

Like his HYDRA boss, Dr List was a case of a wasted opportunity who might as well have no existed at all in the MCU. Or that would be true if he hadn't literally invented two of the Avengers and then shuffled off without so much as a cursory bit of his own story.

At the end of Captain America: The Winter Soldier, we're introduced to former SHIELD scientist List, the head of HYDRA's human experimentation programme, who used the sceptre to give the Maximoff twins their powers. He should have been the villain for the film that came next, but that next film was Age Of Ultron and Marvel merely ran out of space for him.

So while he had a small part in Agents Of SHIELD that looked into his work a little more, the second time List appeared in a movie, he was unceremoniously killed off in the first act as the Avengers overran his HYDRA base. He should have been a big deal, having invented supervillains (or heroes, as it turned out to be) and yet he's now no more than just a footnote in HYDRA history.
